You mention that you are after a mobile version of the Oxford Business Dictionary for your Nokia Mobile.  The phones you are referring to all run on S60 v3x, and there are already mobile versions available to purchase and download.

One other comment on your comment: The Symbian Foundation is an independent, non-profit corporation, and the Symbian platform is owned by our members, not by Nokia. As one of the eight founding members (http://developer.symbian.org/main/about/member_companies/index.php), Nokia is on the board of directors, and has one vote. 

Our member and developer communities are responsible for the growth and evolution of Symbian. You can be part of it, too.
